Assignment of Lease - Community Land - Minister for Energy and Mining Community Battery Program

Project Overview

Pursuant to Section 202 of the Local Government Act 1999 and Council’s Public Consultation & Community Engagement Policy 2.63.1, the City of Port Lincoln is seeking public comment on a proposal to enter into a Lease Agreement with the Department for Energy and Mining to support the installation of a community battery.

The lease relates to a portion of Community Land located at the Ravendale Sporting Complex, 40 Stamford Terrace, Port Lincoln comprised in Certificate of Title Volume 5776 Folio 412, Plan D18389 A100, for a term of 15 years.

The proposed 700 kilowatt, 1,828 kilowatt-hour battery forms part of the South Australian Government’s emPowering SA program, which aims to deliver more affordable electricity to households facing cost of living pressures.

The battery would store excess renewable energy when it is available and release it when demand is higher – helping to reduce electricity costs for low-income households and strengthen the local electricity network during periods of high demand.

Port Lincoln residents facing cost of living pressures will be among the first offered the opportunity to participate once the battery is installed and operational, including priority access for eligible Housing SA tenants.

Council invites community feedback on the proposed lease until 10am on Friday, 17 July 2026.

  • Council Resolution CO 25/277 - Assignment of Lease - Department of Energy and Mining Community Battery Program

    That Council:

    1. Endorse the proposed portion Ravendale Sporting Precinct as the preferred location for the installation of a 700kW Community Battery under the State Government’s emPowering SA program;
    2. In accordance with sections 202 and 203 of the Local Government Act 1999, endorse the commencement of a public consultation process in relation to the proposed lease of a portion of the land situated at 40 Stamford Terrace, Port Lincoln, being comprised in Certificate of Title CT 5776/412, Plan D18389 A100, for the purpose of installing and operating a Community Battery by the Minister for Energy and Mining;
    3. Authorise the Chief Executive Officer to execute the Memorandum of Understanding (MoU) between the City of Port Lincoln and the Department for Energy and Mining to enable the progression of detailed engineering design and site investigations, subject to any immaterial amendments required by legal review;
    4.  Subject to the completion of public consultation to the satisfaction of the Chief Executive Officer and in the absence of substantive opposition, delegate authority to the Chief Executive Officer to:
      1. Finalise negotiations of the lease over the above‑described portion of the land; and
      2. Execute all documentation necessary to give effect to the lease; and
    5. Note that a further report to Council will only be prepared if public consultation identifies objections, opposition or matters of risk that, in the opinion of the Chief Executive Officer, warrant further consideration by Council.

    The consultation period closes on Friday 17 July 2026, 10am.

    Note that a further report to Council will only be prepared if public consultation identifies objections, opposition or matters of risk that, in the opinion of the Chief Executive Officer, warrant further consideration by Council.
