Assignment of Lease - Community Land - Port Lincoln Netball Association Inc

Project Overview

Pursuant to Sections 202 and 203 of the Local Government Act 1999 and Council’s Public Consultation & Community Engagement Policy 2.63.1, the City of Port Lincoln seeks public comment on a proposal to enter into a new Lease Agreement with the Port Lincoln Netball Association Inc.

The proposed Improved Land Lease relates to a portion of Community Land located at the Ravendale Sporting Precinct, Port Lincoln, being the land comprised in Certificate of Title 5709 Folio 805. The proposal includes an initial term of ten (10) years, commencing 1 March 2026, with an option to renew for a further ten (10) years. This proposal follows the expiration of the current lease.

The Port Lincoln Netball Association Inc. has held a lease over a portion of Community Land within the Ravendale Sporting Precinct at 25 Windsor Avenue, Port Lincoln for the past ten (10) years, since 1 January 2016.

The land is described in Council’s Community Land Management Plan 1 – Recreation, Sports Grounds and Community Facilities as ‘Netball courts and clubrooms'. The Plan also states that “The Recreation, Sports Grounds and Community Facilities listed herein may be subject to a lease or licence over the whole or a portion of the land at present or at some time in the future.”

Council has resolved, in accordance with Resolution CO 26/013, (refer to the Minutes in the Key Documents section), to enter into an Improved Land Lease Agreement with the Port Lincoln Netball Association Inc. subject to the completion of the public consultation process.

Council invites community feedback on the proposed lease from Thursday, 29 January to 9am on Friday, 20 February 2026.

  • Council Resolution CO 26/013 - Assignment of Lease - Port Lincoln Netball Association Inc

    That Council:

    1. Endorse, in accordance with sections 202 and 203 of the Local Government Act 1999, the commencement of statutory public consultation in relation to the proposed lease of a portion of Community Land situated at the Ravendale Sporting Precinct, Port Lincoln, being the land comprised in Certificate of Title CT 5709/805, between the City of Port Lincoln and the Port Lincoln Netball Association Inc., for an initial term of ten (10) years with a further ten (10) year renewal option, commencing 1 March 2026, at a lease fee of $1.00 per annum (plus GST), if demanded.
    2. Delegate authority to the Chief Executive Officer, subject to the satisfactory completion of public consultation and in the absence of substantive opposition, to:
      a. Finalise all negotiations relating to the proposed lease of the above‑described land; and
      b. Execute all documentation necessary to give effect to the lease.
    3. Note that a further report will only be presented to Council if the public consultation process identifies objections, opposition, or matters of risk that, in the opinion of the Chief Executive Officer, warrant further consideration by Council.

    The public consultation period runs from Thursday, 29 January to 9am on Friday, 20 February 2026

  • Consultation Closes - 20 February 2026

    The consultation period closes on Friday 20 February 2026, 9am.

    The CEO will refer the matter to Council if reasonable community concern is evidenced.  If no objections, the CEO will excute the lease agreement and associated documentation.
